RAND Corporation is a globe-spanning think tank, headquartered in Santa Monica, with ties to the Pentagon, universities, numerous governments, economic foundations & technology companies big & small. It has deep roots in Silicon Valley. Over 30 Nobel Prize recipients have been associated with RAND. Way back in 1946, they published the forward-looking & highly influential report Preliminary Design of an Experimental World-Circling Spaceship, which described the feasibility & implications of launching satellites into orbit. Herman Kahn – one of the inspirations for Dr. Strangelove himself – wrote On Thermonuclear War there, & with Robert McNamara developed the theory of mutually assured destruction (MAD).
